Central versus Precinct Count

+ Precinct count systems can protect voters against inadvertant overvotes. This holds for lever machines, touch screens and mark-sense systems.

+ Central count systems are inexpensive, and vote-by-mail or absentee ballots are always subject to a central count.

 

How do we offer central count users equal protection?

+ Good instructions reduce need for protection!

+ A resolution board should examine every overvoted ballot!
    (if the number of overvotes is close to the winning margin)

+ The resolution board must operate under objective standards!

+ The resolution board must operate under the public eye!
