Jones Talk, Slide 13
- House Science Committee Hearings, May 22, 2001
- Economic Tradeoffs
-- Ironclad standards limit entry to marketplace.
-- Loose standards allow for poor systems. If we demand absolute perfection, we will probably have only one vendor.- The Risk of Monopoly
-- Control of the voting system is control of the outcome. You won the election, but I won the count (Anastasio Somoza, 1977)- We must require open standards
-- Storage of election definitions.
-- Storage of ballot images for counting.
-- Secure transmission of ballot images to counting center.
-- Secure transmission of subtotals to canvassing center. In examining the Election System and Software modem option for the Optech Eagle III voting system, we wound that security against tampering was achieved by accident. In examining the Global Election Systems Electronic Ballot Station, they assured us that their vote storage and transmission were secure because they used DES. There was no key management problem because there was only one key, hard coded into all machines.
