The Ethical Answer:
Look at the Data

Election 2000 in Florida is the most documented election in US history!

From the Secretary of State's office we can get:
     election results,
     turnout figures,

From the newspaper funded "recounts" we can get:
     counts of ballot mismarkings.
     overvote figures,
     undervote figures.

From county election offices and other archives we get:
     sample ballots.

From newspaper reports we get:
     information about administrative irregularities:

What we must do is relate cause to effect:
     What errors were caused by the machine?
     What errors were caused by the ballot layout?
     What errors could be avoided by better administraiton?

The data is not perfect, but we cannot afford to repeat the experiment!
